Amends Mississippi Code Section 25-61-7 to require that any staff time or contractual services included in the actual cost of providing public records be calculated at the pay scale of the lowest level employee or contractor competent to respond to the request.

Public bodies may continue to establish and collect fees reasonably calculated to reimburse the actual cost of searching, reviewing, duplicating, and mailing copies of public records.

Maintains existing authority for public bodies to establish standard fee scales for geographic information systems, multipurpose cadastres, and other electronically accessible data based on creation, acquisition, and maintenance costs.

Takes effect July 1, 2013.
