Extends the moratorium on state agency motor vehicle purchases, leases, or acquisitions from June 30, 2013 to June 30, 2014

Allows agencies with fleets of 50 or fewer vehicles to replace vehicles that are totaled in wrecks or have repair costs exceeding the vehicle's cash value, upon submitting documentation to the Bureau of Fleet Management

Requires state agencies with more than 50 vehicles to reduce their fleets by 2% each fiscal year until June 30, 2016

Exempts law enforcement and emergency vehicles from the moratorium and fleet reduction requirements if the agency demonstrates justifiable need to the Bureau of Fleet Management

Exempts vehicles acquired through grant funds specifically designated for vehicle purchases
