Amends Mississippi Code Section 25-9-119 to allow the State Personnel Director to have a Juris Doctor degree from an accredited law school as an alternative qualification to a master's degree in business administration, personnel management, or equivalent.

Maintains the existing requirement that the director have at least five years of experience in their field of study.

Updates terminology from "record keeping" to "recordkeeping" in personnel administration procedures.

Changes the committee name from "Fees, Salaries and Administration" to "Accountability, Efficiency and Transparency" for Senate oversight of State Personnel Board rules and regulations.

Takes effect July 1, 2013.
