Amends Section 43-21-651 of Mississippi Code to change the appeal timeline from youth court to Mississippi Supreme Court to conform with judicial rules of appellate procedure.

Replaces the specific "ten (10) days" deadline for filing written notice of intent to appeal with "the time" required by appellate procedure rules, allowing the rules to govern the deadline.

Maintains that appellants must pay court costs in youth court and filing fees in Supreme Court, or may proceed without prepayment if they file an affidavit of inability to pay.

Preserves that youth court orders remain in effect pending appeal unless the youth court or Supreme Court orders otherwise, and appellants may request supersedeas review.

Confirms that appeals from youth court are preference cases in the Supreme Court, and effective upon passage.
