Authorizes the Mississippi Department of Mental Health to sell up to three facilities located on the East Mississippi State Hospital campus.

Requires the sale price to be not less than fair market value, determined by averaging two independent appraisals selected by the Department of Finance and Administration.

Allows the Department to lease the sold facilities back from the purchaser(s) through a lease-purchase agreement with periodic payments over a fixed term that includes the sale price plus reasonable interest.

Specifies that title to the buildings reverts to the Department of Mental Health or the State of Mississippi upon completion of lease payments.

Directs proceeds from the facility sales to be deposited in the State Treasury to the credit of the Department of Mental Health.
