Authorizes the State Board of Medical Licensure to waive the five-year limitation on limited institutional licenses for foreign medical school graduates at its discretion.

Foreign medical school graduates employed by Mississippi state institutions can hold limited institutional licenses for one year, renewable annually, but are generally restricted to a maximum of five years.

Exempts foreign medical school graduates employed by state institutions on January 1, 1981 from the five-year limitation.

Grants a full medical license to a specific foreign medical school graduate who held an institutional license for twenty-nine years, was serving as director of a Mississippi state hospital on July 1, 2001, and passed the clinical competency portion of the Flex Examination.

Requires applications for limited institutional licenses to be reviewed by the local medical society, State Medical Association district member, State Board of Medical Licensure district member, and the institution's board of trustees and director.
