Reenacts and amends the Mississippi Cosmetology Practice Act (Sections 73-7-1 through 73-7-37), updating definitions, licensure requirements, and board powers for cosmetologists, estheticians, manicurists, and instructors.

Eliminates wig specialist and wig salon licensure by repealing Sections 73-7-51 through 73-7-61, incorporating wig services into the general cosmetology definition.

Authorizes master manicurist and master esthetician licensure in addition to master cosmetologist licenses, requiring 12-16 hours of continuing education for initial licensure and 8 hours for renewal.

Increases disciplinary fine ranges from $50-$100 (first violation) and $100-$400 (subsequent violations) to $300-$600 and $600-$1,200 respectively, and increases criminal penalties from $100-$500 to $1,000-$5,000.

Changes license renewal from annual to biennial and extends the automatic repealer date of the Cosmetology Practice Act from July 1, 2013 to July 1, 2017; modifies salon license appeal jurisdiction to Chancery Court of the First Judicial District of Hinds County.
