Amends Mississippi Code Section 37-13-91 to lower the compulsory school attendance age from six (6) years to five (5) years old as of September 1.

Eliminates the previous provision allowing parents to disenroll their child from full-day public school kindergarten on a one-time basis.

Applies all existing compulsory attendance law provisions to five-year-old children, including requirements to enroll within 15 calendar days of the school year start and restrictions on unlawful absences.

Takes effect July 1, 2013.
