Imposes a handling fee of $0.25 per case on manufacturers or wholesayers whose products are placed in the Department of Revenue's liquor distribution center, collected by the department through deduction from monies owed or other means.

Creates the "ABC Capital Expenditure Fund" as a special fund within the State Treasury to receive all revenue from the handling fee; unexpended amounts do not lapse and interest earnings are retained in the fund.

Designates fund money for Department of Revenue expenditures related to the liquor distribution center's operations, including construction, maintenance, repair, equipment upgrades, and loan repayment.

Authorizes the Department of Revenue to borrow additional funds from Mississippi banks at interest rates not exceeding 8% annually when the fund is insufficient, with repayment from the handling fee and backed by the state's full faith and credit.

Effective July 1, 2013, applying only to products sold by the Department of Revenue on or after that date.
