Amends Section 27-19-57 of the Mississippi Code to allow jointly titled private passenger vehicles to be registered outside a municipality under specific conditions.

Permits registration outside a municipality when the title is held jointly by a person claiming homestead exemption in that municipality and a person who does not claim such exemption.

Requires that the jointly titled vehicle be domiciled outside the municipality and used primarily by the person who does not claim homestead exemption in order to qualify for outside registration.

Updates terminology to reference the "Department of Revenue" instead of the "State Tax Commission" for vehicle license issuance.

Effective date: July 1, 2013.
