Requires all retail gasoline dealers and distributors operating in Mississippi to stock, store, and offer for sale nonethanol-blended unleaded regular grade gasoline with an antiknock index of at least 87 or higher.

Defines "retail dealer" as any person operating a service station, filling station, store, garage or similar business that sells motor fuel for vehicles.

Defines "distributor" as any person engaged in the sale, consignment or distribution of petroleum products to wholesale or retail outlets.

Authorizes the Commissioner of Agriculture and Commerce to promulgate rules and regulations necessary to enforce this requirement.

Takes effect July 1, 2013.
