Authorizes package retailers to sample new products furnished by manufacturer's representatives at their permitted location.

Creates two new permit types: temporary tasting permits (up to 12 per calendar year per retailer, one event each) and tasting permits (up to 12 events per year per retailer).

Tasting/sampling events limited to 4 hours, cordoned-off areas, restricted to consumers 21+, with maximum amounts: 1.25 ounces wine or 0.25 ounces distilled spirits per sample, cumulative limits of 5 ounces wine or 1 ounce distilled spirits per person.

Products sampled must be from retailer's existing inventory; no sale of beverages for on-premises consumption permitted, only complimentary tasting.

Sets permit fees at $10 for temporary tasting permits and $125 for annual tasting permits; effective July 1, 2013.
