Allows parents/guardians to petition for automatic transfer of students from schools rated "C," "D," or "F" for the two most recent school years to schools rated "A" or "B" in the same or adjacent school district.

Makes parent/guardian responsible for transportation of transferred students unless the school district agrees to provide it.

Prohibits school districts from charging tuition fees to students transferring from low-performing schools under this provision.

Permits within-district transfers for low-performing students to higher-rated schools in the same district at superintendent's discretion, effective beginning 2013-2014 school year.

Requires school boards to consider accreditation ratings as a factor when assigning students to schools or attendance centers.
