Amends Section 37-5-1 to require each county board of education member elected to a term beginning on or after January 1, 2016, to have at least two years of postsecondary education from an accredited college or university.

Amends Section 37-7-201 to require any local school board member appointed or elected to office for a term beginning on or after January 1, 2014, to have at least two years of postsecondary education from an accredited college or university.

Requires the Mississippi Attorney General to submit the act to the U.S. Attorney General or U.S. District Court for the District of Columbia for compliance with the Voting Rights Act of 1965.

Takes effect upon approval under Section 5 of the Voting Rights Act of 1965, as amended and extended.
