• Amends Section 37-9-39 to require school district salaries or wages be paid by the last working day of each month, removing the previous special provision for December 15th payments.

• Modifies Section 37-151-103 to require Adequate Education Program Fund distributions to school districts occur two business days prior to the last working day of each month, eliminating the previous December 15th exception.

• Requires all school districts to process a single monthly payroll with electronic settlement through direct deposit of net pay for all employees.

• Allows the State Department of Education to distribute funds on dates earlier than specified if determined to be in the best interest of school districts.

• Takes effect July 1, 2013.
