Amends the Critical Needs Teacher Scholarship Program to require a minimum of two scholarship awards per Mississippi Congressional District for education students who commit to teaching Advanced Placement (AP) courses, beginning with the 2013-2014 school year.

Maintains existing scholarship structure providing full financial awards for tuition, room, meals, books, materials, and fees, capped at the highest cost among state institutions of higher learning.

Preserves loan repayment assistance for nontraditional licensed teachers in critical shortage areas, with maximum annual repayment of $3,000 over no more than four years.

Requires scholarship recipients to serve as licensed teachers for one year per year of full-time scholarship received in geographical areas or subject areas designated as having critical teacher shortages.

Takes effect July 1, 2013.
