Amends Section 29-7-3 of the Mississippi Code to require distribution of revenue from offshore mineral leases to public school districts in the six most southern counties of the state.

Allocates 4% of revenue from offshore mineral leases to all public school districts in the six southernmost counties, distributed proportionally based on average daily attendance.

Allocates an additional 4% of revenue specifically from mineral leases on Blocks 40, 41, 42, and 43 to public school districts in Jackson County, distributed proportionally based on average daily attendance.

Maintains existing allocations for administrative costs (5/10 of 1%), the Gulf and Wildlife Protection Fund (2%), and deposits remaining revenue into the Education Trust Fund.

Takes effect July 1, 2013.
