Authorizes local school boards to register homeschool and nonpublic school students for participation in public school extracurricular activities (athletics, academics, arts, music, theater, ROTC) on the same basis as public school students in their grade level.

Requires students to reside within the school district's attendance boundaries, submit requests by May 1 for the following school year, pay equivalent participation fees, maintain the same academic and behavioral standards as public school participants, and satisfy residency requirements.

Prohibits felony convictions or delinquent acts equivalent to felonies from participating in extracurricular activities unless district school board policy permits; students transferred from public or nonpublic schools may participate during the first grading period if they have a successful prior evaluation.

Requires public school insurance coverage to extend to participating homeschool and nonpublic school students, with those students paying any additional premiums; prohibits public schools from being blocked from competing against other schools for using these students and bars membership in organizations that discriminate against eligible homeschool or nonpublic school students.

Includes participating homeschool and nonpublic school students in the public school's average daily attendance for adequate education program funding when extracurricular activities occur during normal school hours; effective July 1, 2013.
