Amends Section 37-9-39 to allow school districts that made semimonthly salary payments to teachers and administrators during the 2011-2012 school year to continue making semimonthly payments at their discretion.

Requires minimum monthly salary payments for all school employees, with semimonthly payments permitted only for districts that were already using that schedule in 2011-2012.

Amends Section 37-151-103 to require the State Department of Education to distribute Adequate Education Program Fund payments on a semimonthly basis to districts that continue semimonthly teacher and administrator salary payments.

Maintains the requirement that December salary payments be made on December 15 or the next business day thereafter, and that employees are only paid for work actually performed.

Takes effect upon passage.
