MS SB2135

Amends Mississippi Code sections 37-5-61, 37-5-71, and 37-9-13 to allow county superintendents of education to be residents and qualified electors of any county in Mississippi, effective with the 2015 general election.

Removes previous residency restrictions that limited county superintendent candidates to residents of the county where they sought election, with certain exceptions for specific counties with municipal separate school districts.

Applies the change statewide to all counties, eliminating the complex patchwork of county-specific residency requirements based on population, geography, and other characteristics.

Requires the Attorney General of Mississippi to submit the act to the U.S. Attorney General or U.S. District Court for the District of Columbia for approval under the Voting Rights Act of 1965.

Takes effect upon approval under Section 5 of the Voting Rights Act of 1965.
