Authorizes the State Department of Education to distribute school district consolidation incentive grants to North Bolivar Consolidated School District, West Bolivar Consolidated School District, Sunflower County School District, and any district consolidating after July 1, 2013.

Provides consolidated districts four years of Mississippi Adequate Education Program (MAEP) funding at the per-student level of the highest-funded pre-consolidation district.

Provides consolidated districts a four-year grant to equalize teacher salaries across the combined districts.

Provides one-time grants of $4,000 per certified teacher, administrator, and superintendent office staff member, plus coverage of any negative fund balance transferred from former districts.

Grant funds distributed according to adequate education program payment procedures and subject to legislative appropriation.
