Establishes a pilot program administered by the State Department of Education requiring pupils in grades 1-12 to read a minimum of four books per school year in addition to regular textbook requirements and submit satisfactory book reports.

Authorizes the State Board of Education to approve applications from up to ten local school districts to participate in the pilot program on a statewide basis.

Requires at least one pilot program to be approved in Sunflower County and at least one in Bolivar County, unless no applications are submitted from those counties.

Mandates that at least three approved school districts must have an accreditation level of three or below at the time of application, unless insufficient applications are received from such districts.

Authorizes the State Department of Education to develop and issue curriculum guidelines to participating districts, including recommendations on age-appropriate books.
