Changes December salary/wage payment timing for school employees from December 15 to the last working day of the month.

Modifies Adequate Education Program Fund distribution to school districts from two business days prior to the last day of each month, with December payments on December 15 to two business days prior to the last working day, with December payments unchanged.

Authorizes State Board of Education to promulgate rules and regulations for financial reports required from school superintendents, including requirements that reports be agenda items, discussed in meetings, and included in official minutes.

Requires local school boards to issue procurement cards for classroom supply fund expenditures beginning the 2013-2014 school year, changing previous language from "may authorize" to "shall require."

Extends the Task Force to Study Strategies for Solving the Current Teacher Shortage in Mississippi until it files its legislative report in 2014, changing the dissolution date from 2013 to 2014.
