Creates a 13-member task force to study the selection and governance structure of local school boards in Mississippi, with membership including legislative leaders, school board members, superintendents, and business and community representatives.

Task force shall review current statutory provisions for selecting school board members and recommend procedures for implementing election of all school boards to promote more efficient school system operations.

Requires task force to submit findings, recommendations, and proposed legislation to the Legislature, Lieutenant Governor, and Governor for implementation in the 2014 Regular Session, with option to extend review through 2015 if needed.

Authorizes task force to hire consultants subject to legislative appropriation and Personal Service Contract Review Board regulations, and to utilize existing staff from affected agencies and school districts.

Legislative members shall be paid from contingent expense funds of their respective houses; non-legislative members who are not state or school district employees shall receive reimbursement for actual necessary expenses.
