Changes the definition of "compulsory-school-age child" from age six to age five, making kindergarten attendance mandatory for all children who turn five by September 1.

Requires kindergarten-age children to attend licensed public, parochial, or nonpublic school kindergarten programs that address cognitive, social, and emotional needs of five-year-old children.

Applies all provisions of Mississippi's compulsory school attendance law to kindergarten-age children, including enrollment requirements, attendance reporting, and penalties for non-compliance.

Effective date is July 1, 2013.
