Creates Section 63-3-1217 to prohibit operating a motor vehicle on a highway while using a wireless communication device to manually type, send, or read written communications while the vehicle is in motion.

Defines covered devices as cellular telephones and personal digital assistants using commercial mobile service; excludes reading, selecting, or entering phone numbers for making or receiving calls.

Exempts law enforcement, emergency vehicle drivers, vehicle navigation systems, emergency communications, parked vehicles, and passenger bus drivers in emergency situations or official school business.

Establishes penalties of up to $500 for violations, with an additional fine up to $1,000 if texting occurs during a motor vehicle accident.

Repeals Section 63-1-73 and takes effect July 1, 2013.
