Prohibits all drivers from manually typing, sending, or reading written communications on wireless devices while operating a motor vehicle on a highway.

Exempts law enforcement, emergency vehicle operators, persons reporting dangerous behavior, persons in physical danger, parked vehicles, and emergency communications with hospitals, E911, ambulances, fire services, and law enforcement.

Prohibits bus drivers carrying minor passengers from using wireless communication devices except in emergencies or for official school business.

Establishes misdemeanor penalties of up to $500 for violations, with increased fines up to $1,000 if a violation occurs during a motor vehicle accident.

Repeals the prior texting restriction that applied only to temporary and intermediate license holders, replacing it with a universal prohibition effective July 1, 2013.
