Authorizes chancery and county courts to establish domestic abuse courts, with municipal and justice courts authorized to participate in county programs.

Defines domestic abuse courts as focused on victim safety and offender accountability through judicial monitoring, victim services, and referral to treatment programs for eligible civil respondents and criminal defendants.

Requires the Administrative Office of Courts to develop uniform operating standards covering establishment, funding, procedures, referral protocols, participant eligibility, and court roles including assessment and supervision.

Creates the Domestic Abuse Court Special Fund in the State Treasury to provide supplemental funding, with revenues from state assessments on violations and other sources.

Adds a $0.50 state assessment per violation across traffic offenses, implied consent law violations, game and fish violations, misdemeanors, and felonies to fund domestic abuse courts, effective July 1, 2013.
