Amends Mississippi Code Section 63-1-13 to require the Director of the Driver License Examining Bureau to ensure a license examiner is available at each county seat at least one day per month upon request of a board of supervisors.

License examinations and road tests must be conducted at the county seat location if the county provides space at no charge to the department.

Allows applicants to take both written and practical drivers' licensing tests at a location more convenient than existing testing centers.

Takes effect July 1, 2013.
