Amends Section 63-7-11 of Mississippi Code to require vehicles operated on public roads, streets, or highways to use front and rear lamps during sunset to sunrise and whenever precipitation or other conditions necessitate use of windshield wipers.

Expands headlight requirements beyond the previous standard of insufficient light to render a person discernible at 500 feet ahead to include automatic activation when wipers are needed.

Applies to all vehicle classes with lamps as specified in Section 63-7-13, maintaining existing exemptions for parked vehicles.

Takes effect July 1, 2013.
