Authorizes issuance of up to $4,000,000 in state general obligation bonds to repair, renovate, and refurbish the Cotesworth Culture and Heritage Center in Carroll County, Mississippi, and to purchase property at the center.

Creates a special "2013 Cotesworth Culture and Heritage Center Fund" within the State Treasury to receive bond proceeds and any investment earnings, with unexpended amounts not lapsing into the General Fund.

Grants the State Bond Commission authority to issue, sell, and manage the bonds, including determining sale method, advertising, accepting bids, and paying issuance costs from bond proceeds.

Establishes that bonds are general obligations of Mississippi with full faith and credit pledged; interest rates cannot exceed limits in Section 75-17-101; bonds mature within 25 years and are exempt from state taxation.

Directs the Department of Finance and Administration to oversee fund disbursement and directs the State Treasurer to certify necessity for warrants to pay principal and interest when due.
