Repeals sections 63-13-1 through 63-13-29 of the Mississippi Code, which established the Motor Vehicle Safety Inspection Law.

Amends Section 63-7-59 to transfer window tint inspection and labeling responsibilities from motor vehicle inspection stations to the Department of Public Safety, which will charge a $5.00 fee for conducting light transmittance tests.

Adds a new $5.00 registration tag fee under Section 27-19-43 to be remitted to the Department of Public Safety and deposited in the General Fund of the State Treasury.

Modifies Section 37-41-53 to require school buses be inspected according to regulations promulgated by the State Department of Education rather than "the laws of the state."

Takes effect July 1, 2013.
