Removes the Mississippi Wireless Communication Commission's authority to approve all wireless communications systems owned or operated by local government entities, limiting approval authority to state entities only.

Modifies Section 25-53-171 to specify that the commission's sign-off approval applies only to wireless systems owned or operated by state entities, agencies, or departments, explicitly excluding local governments.

Clarifies that nothing in the section shall regulate or provide oversight of local government entities or commercial mobile radio services.

Effective date is July 1, 2013, with a sunset clause repealing the act on June 30, 2013.
