Requires operators of oil and gas well sites with storage tanks to install continuous perimeter fencing at least five feet high, topped with barbed wire, located at least twenty-five feet from other facility improvements.

Mandates locking gates at all access points through the perimeter fence that must remain locked except when gauging, inspecting, or pumping tanks, with signage and ladder-access restrictions per Mississippi Oil and Gas Board rules.

Establishes penalties of Five Hundred Dollars ($500.00) per day for violations, with a maximum cap of Twenty-five Thousand Dollars ($25,000.00) per well site.

Allows municipalities and counties to adopt more restrictive ordinances that would supersede state requirements.

Applies to wells commenced on or after the effective date; for pre-existing wells, requirements take effect January 1, 2014.
