Creates a new 5% rebate for equipment rental or purchase from Mississippi-based vendors used in film production

Raises the maximum total rebate a single motion picture project can receive from $8,000,000 to $10,000,000

Doubles the annual statewide cap on motion picture rebates from $20,000,000 to $40,000,000 per fiscal year

Extends the deadline for rebate applications from July 1, 2014 to July 1, 2015, with an effective date of July 1, 2013
