Creates the Mississippi Public Charter School Authorizing Board (7 members appointed by Governor, Lieutenant Governor, and State Superintendent) to review applications, approve charters for 5-year terms, and oversee charter school performance and compliance

Requires charter schools to reflect at least 80% of the underserved student composition of their local school district and prohibits discrimination based on race, religion, disability, income, or academic ability

Provides funding through state adequate education program allocations on a per-pupil basis, plus requires local school districts to transfer a pro rata share of ad valorem tax receipts to charter schools for students residing in that district

Exempts charter school teachers and administrators from state certification requirements (up to 25% of teachers initially) and from the Education Employment Procedures Law, while requiring participation in the Public Employees' Retirement System
