Requires all school district superintendents to be appointed by local school boards effective January 1, 2016, instead of being elected.

Allows counties to hold referendums prior to January 1, 2015 to retain the elected county superintendent of education position if a petition signed by at least 20% or 1,500 registered voters is filed.

Establishes referendum procedures including publication requirements (5 days per week for 3 weeks, 1/4 page minimum in 18-point type) and voting by all registered county electors outside municipal separate school districts.

Repeals existing sections 37-5-61 through 37-5-75 and section 37-9-12 effective January 1, 2016, except in counties where voters approve retention of elected superintendents through referendum.

Requires submission to the United States Attorney General or District Court for the District of Columbia for preclearance under the Voting Rights Act of 1965.
