Amends Section 97-37-1 to define "concealed" as hidden or obscured from common observation, explicitly excluding weapons carried in visible holsters, sheaths, or cases that are wholly or partially visible.

Allows individuals aged 18-20 who are active military members or veterans with a "Veteran" designation on their Mississippi ID to apply for concealed carry permits, in addition to the existing requirement for persons 21 years or older.

Requires applicants under 21 years old to submit a profile photograph instead of a full-face photograph when applying for a concealed carry license.

Adds Section 45-9-101(14) clarifying that the licensing requirements for concealed carry do not apply to openly carried pistols or revolvers that are not concealed.

Takes effect July 1, 2013.
