Prohibits inmates with "trusty status" who were convicted of murder or any other crime of violence from participating in any programs at the Governor's Mansion

Amends Section 47-5-138.1 of the Mississippi Code of 1972

Maintains existing trusty-time allowance program that provides 30 days sentence reduction for each 30 days of participation in approved programs (education, work projects, special incentive programs)

Preserves existing exclusions from sentence reduction benefits for offenders with life sentences, habitual offenders, sex crime convictions, certain violent robbery/carjacking offenses, and drug trafficking convictions
