Amends Mississippi Code Section 83-64-1 to remove the July 1, 2013 sunset provision, making health discount plan requirements permanent.

Requires health discount plans to clearly state in bold type that they are not insurance in all advertisements and documents.

Mandates plans provide consumers with an up-to-date list of participating providers, their contact information, and specific discounts available in their local area.

Grants consumers the right to cancel within 30 days of purchase and receive a full refund of all payments except a nominal processing fee within 30 days of cancellation notice.

Prohibits rebates and discounts from applying to pharmaceutical manufacturers or supplies, and exempts the Division of Medicaid and pharmaceutical manufacturer discount cards from these requirements.
