Establishes the office of election commissioner as a nonpartisan office with candidates prohibited from campaigning or qualifying based on party affiliation.

Prohibits political parties and affiliated committees from fundraising for, contributing to, or publicly endorsing candidates for election commissioner, and prohibits candidates from accepting such contributions.

Requires election commissioner candidates' names to appear in alphabetical order on a separate, clearly marked nonpartisan section of the general election ballot with no party affiliation reference.

Amends Mississippi Code Section 23-15-213 to remove the requirement that candidates declare party affiliation to the board of supervisors.

Directs the Attorney General to submit the act to the U.S. Attorney General or U.S. District Court for the District of Columbia for Voting Rights Act compliance review, with the act taking effect upon approval under Section 5 of the Voting Rights Act.
