Amends Section 23-15-11 of the Mississippi Code to modify voting eligibility requirements for persons convicted of crimes.

Removes the blanket disqualification of all convicted felons from voting by allowing automatic voting eligibility upon completion of an imposed sentence.

Maintains existing voter qualification requirements including U.S. citizenship, age 18 or older, 30-day residency in state/county/municipality, and voter registration.

Requires submission of the act to the U.S. Attorney General or U.S. District Court for the District of Columbia under Section 5 of the Voting Rights Act of 1965 before implementation.

Act takes effect upon approval under the Voting Rights Act of 1965 procedures.
