Amends Section 41-19-33 to define and expand the services that regional mental illness and intellectual disability commissions are authorized to provide in Mississippi.

Adds authority for regional commissions to provide medical care and primary medical care services, in addition to existing mental health, intellectual disability, and substance abuse services.

Allows regional commissions to enter into managed care contracts, assume financial risk for service delivery, form managed care entities, and provide discounted or capitated services with Department of Mental Health approval for multi-region arrangements.

Requires regional commissions to submit annual operational plans to the Department of Mental Health detailing which services they will and will not provide, with a six-month probationary period for deficiencies before potential decertification.

Effective date: July 1, 2013.
