Circuit clerks must forward copies of all campaign finance reports to the Secretary of State within 10 calendar days of receiving them from candidates and political committees filing at the county level.

Municipal clerks must forward copies of all campaign finance reports to the Secretary of State within 10 calendar days of receiving them from candidates and political committees filing at the municipal level.

Secretary of State must make all campaign finance reports filed with or forwarded to the office available to the public online through the Internet.

Secretary of State, circuit clerks, and municipal clerks must preserve all reports for a period of five years and make them available for public inspection and copying.

Act takes effect upon approval under the Voting Rights Act of 1965, requiring submission to the Attorney General of the United States or U.S. District Court for the District of Columbia.
