Amends Section 23-15-217 of Mississippi Code to allow county election commissioners to seek other offices during their four-year term if they resign before qualifying for the desired office.

Replaces the previous requirement that commissioners resign by January 1 of the year they seek another office with a new requirement to resign before they qualify for the office they wish to seek.

Removes the previous provision allowing commissioners to run in special elections to fill vacancies if they resign within ten days of the special election notice.

Requires the State Attorney General to submit the act to the U.S. Attorney General or U.S. District Court for the District of Columbia for approval under the Voting Rights Act of 1965.

Takes effect upon approval under Section 5 of the Voting Rights Act of 1965.
