Reduces the Mississippi House of Representatives from 122 members to 70 members, effective beginning the first Tuesday after the first Monday of January 2016.

Reduces the Mississippi Senate from 52 members to 30 members, effective beginning the first Tuesday after the first Monday of January 2016.

Requires new districts for both chambers to be adopted by joint resolution in accordance with Section 254 of the Mississippi Constitution of 1890.

Mandates the Attorney General submit the act to the U.S. Attorney General or U.S. District Court for the District of Columbia for Voting Rights Act of 1965 approval before implementation.
