Amends Section 23-15-153 of Mississippi Code to authorize county election commissioners to receive per diem compensation when performing the duties of an executive committee for primary elections under a written agreement.

County commissioners conducting primary elections are entitled to per diem of $84.00 per day, with compensation treated the same as days spent conducting other elections and subject to the annual day limitations based on county population.

Per diem rates and annual day limits remain unchanged at $84.00 per day, with limits ranging from 50 days per year in counties with fewer than 15,000 residents to 240 days per year in counties with 275,000 or more residents.

Election commissioners must submit signed certification forms documenting hours worked and compensation claimed under penalty of perjury, filed with the county board of supervisors clerk before payment can be made.

Requires submission to the U.S. Attorney General or U.S. District Court for the District of Columbia under the Voting Rights Act of 1965 before the act takes effect.
