Amends Section 23-15-963 of the Mississippi Code to establish separate procedures for contesting candidate qualifications for county election commissioner and municipal office elections.

County election commissioner candidates: Petition to contest qualifications must be filed with the county board of supervisors no later than 60 days prior to the general election.

Municipal office candidates: Petition to contest qualifications must be filed with municipal commissioners of election no later than 31 days after the date of the first primary election.

Establishes a unified timeline requiring election officials to rule on petitions within 10 days, with notice to both parties at least 2 days before the hearing, and allows judicial review in circuit court within 15 days.

Requires the Mississippi Attorney General to submit the act to the U.S. Attorney General or U.S. District Court for the District of Columbia under the Voting Rights Act of 1965, with the act taking effect upon such approval.
