Clarifies that the Public Service Commission does not have jurisdiction over the governance, management, or internal affairs of nonprofit water or sewer disposal entities described in the statute.

Grants members of member-owned rural water associations or systems incorporated under Chapter 11, Title 79 the right to attend regularly scheduled board meetings.

Requires rural water associations or systems to provide written notice by mail at least 15 days in advance of any meeting where board member elections will occur.

Requires the written notice of elections to also be included on invoices or statements submitted to members within 30 days of the meeting.

Takes effect July 1, 2013.
