Excludes runoff elections from requirement that officials print ballots equal to at least 75% of registered voters eligible to vote in primary and general elections using optical mark reading systems.

Excludes runoff elections from requirement that officials utilize at least 75% of all direct recording electronic (DRE) voting equipment units available to the county or municipality in primary and general elections.

Requires submission to the U.S. Attorney General or U.S. District Court for the District of Columbia under the Voting Rights Act of 1965 for preclearance approval.

Takes effect upon approval under Section 5 of the Voting Rights Act of 1965.
